to. formulates proposals and expresses opinions to the President of the Institute and the Board of Directors. Failure to apply the principle of division of responsibilities between the political-administrative body and the management body established by LR10\00.
b. takes care of the implementation of the plans, programs and general directives defined by the governing bodies of the Institution;
c.
adopts the acts relating to the organization of management level offices;
d.
assigns to managers the tasks and responsibility for specific projects and management, defines the objectives that managers must pursue and attributes to them the necessary human, financial and instrumental resources, after consulting the managers themselves;
And.
adopts the administrative acts and provisions falling within the Institute's competence, which are not expressly reserved to other bodies;
f.
exercises the powers of expenditure and acquisition of the Institute's income which fall within the competence of his office;
g.
directs, coordinates and controls the activity of the managers and those responsible for the proceedings, also with substitutive power in the event of inertia with a proposal to adopt, against those responsible, the measures provided for in paragraph 3 of article 10 of LR 10/2000, as specified in the following article 8, paragraphs 4 and 5;
h.
carries out personnel organization and management activities, management of trade union relations, including in decentralized bargaining;
the.
decides on hierarchical appeals against non-definitive administrative acts and measures of managers;
j.
promotes and resists disputes and has the power to conciliate and compromise;
k. directly requests, according to the usual procedures, opinions from the consultative bodies and responds to the control bodies on the acts within its competence;
L.
reports regularly, and in all cases in which it is requested or deemed appropriate, to the President on the activities carried out;
m.
assumes the role of employer pursuant to current legislation;
n.
presides over management control and the evaluation activity of managers, in application of art. 4 of Legislative Decree no. 286/99 and subsequent amendments and additions.
