New Ministerial Decree on harvest and wine production declarations

DECREE n. 7701 of 18 July 2019

NEW MINISTERIAL DECREE ON HARVEST AND WINE PRODUCTION DECLARATIONS

Please be advised that it is being registered with the Supervisory Body and subsequently published in the Official Journal of the Italian Republic on Decree no. 7701 of 18/07/2019 "National provisions implementing the delegated regulation (EU) 2018/273 and the implementing regulation (EU) 2018/274 of the Commission of 11 December 2017 relating to declarations of grape harvest and wine production"

The new decree has immediate application starting from the 2018/2019 campaign and repeals the previous Ministerial Decree 5811 of 10/26/2015.

The new decree does not present substantial innovations compared to the previous one other than the updating of the regulatory references and the ability to automatically use the information present in the electronic register for the compilation of the production declaration starting from the 2020-2021 campaign at the latest ( see art.9), in order to proceed with the reduction of bureaucratic and administrative burdens borne by operators in the wine sector. The technical-operational methods of application of this automatic reporting of data from the electronic register will be defined by AGEA with its own provision in agreement with the Regions, autonomous Provinces and paying bodies.

The forms of the harvest and production declaration frameworks (Annex 2) and the submission deadlines remain unchanged:

harvest declaration: November 15th of each year, without prejudice to any extensions foreseen for particular late productions
production declaration: December 15th of each year, with reference to the products held as of November 30th

Furthermore, the subjects obliged to make declarations and those exempt from the harvest declaration and the production declaration, the methods for claiming DO and GI grapes and the prior declaration remain unchanged.
